Kerala – Single Window Interface for Fast and Transparent Clearance Registration is a new initiative by the Government of Kerala to promote the recent Business in Kerala. The Kerala government introduced a new Single Window Clearance Act to enable the Ease of Doing Business in 1999. The online clearance mechanism (SWIFT) aims to facilitate clearances from various government departments/agencies concerned with setting up and running an enterprise in the State of Kerala. Single Window Clearance Boards have been constituted at State, District, and Industrial Park levels to cater to this need. Investment Promotion and Facilitation Cells are set up at the State and District levels to address investor queries and grievances. Now new entrepreneurs can start their Businesses in the State of Kerala whose investment is below 10 Crore by obtaining a K – SWIFT Registration provided by the District Industries Center (DIC).
Kerala Single Window Interface for Fast and Transparent Clearance (kSWIFT) is a platform for all future transactions with the Government on the issue of granting licenses and approvals in a time-bound manner. Presently, the services of the 16 Departments / Agencies are being made available in KSWIFT, wherein all the clearance/approvals can be submitted through a unified Common Application Form (CAF). This application will ensure Fast, Transparent, and Time-bound clearances and drastically reduce the physical touch points. As part of strengthening and expanding the KSWIFT, Government intends to carry out the second phase of KSWIFT, which includes Renewal services, more features like a Central Inspection System, land allotment, incentives, and adding of new departments/Agencies.
Step 1
For submitting various applications in K-SWIFT Portal, First need to create a primary login by validating the personal details of the applicant or authorized signatory of the establishment.
Step 2
There are two types of application Forms in KSWIFT.
K-SWIFT Acknowledgement : K-SWIFT Acknowledgement Model is a simple method of starting a business in Kerala whose Initial capital is below 50 Crore. MSME’s not included in the RED category by the Kerala State Pollution Control Board shall proceed with K-SWIFT Acknowledgement. We can get the Acknowledgement immediately after submitting the application form along with applicable fees without any post-verification procedures. But, As per the latest updates from officials of K-SWIFT, this model is now relevant only for Manufacturing, Service sectors ( Which are directly related / supportive to Manufacturing), Health, and Tourism sectors (In the case of Health, i.e., related to tourism industry only ). In the future Government of Kerala may extend to other Industries too. So please clarify the same at your District Industries Centre( DIC) / Kerala State Industrial Development Corporation Ltd before you proceed. DIC and KSIDCL do the management of K-SWIFT. The contact details of the agencies are given at the end of the page.
Common Application Form (CAF): All other enterprises shall proceed with the “ Common Application Form (CAF) for approvals” to obtain various approvals/ renewals from Departments/ Agencies. After the submission of CAF along with the applicable fees, we can go for multiple licenses required to start the Business in the State. The portal shows the various charges applicable for your establishment concerning the data filled in the CAF. We can submit applications for different department licenses individually / jointly, along with the appropriate fees. The Licenses/approvals will issue only after the post-verification of the proposed application / physical verification of premises ( if applicable) by the concerned department officials. We can also have the option to submit replies to the queries issued by the Officers in Charge of Departments. Here the K-SWIFT portal also enables the facility to renew or make amendments to the existing licenses but subject to approvals from the concerned departments. The various departments covered under K-SWIFT and the time limits applicable to issue the Licenses are also given below.
Enables Professional Tax Online Compliance
The K-SWIFT Portal also facilitates the registered establishment ( Those who registered through Common Application Form (CAF) only) to submit and pay the Professional Tax online. The portal provides a separate module to add the various details of employees cum employers. We can easily manage the professional tax profiles of employees in the K-SWIFT Portal. This facility provided by the Government of Kerala is appreciable and valuable to many businesses.
Any person who intends to start an enterprise in the State of Kerala other than those not included as ‘Red Category’ by the Kerala State Pollution Control Board may elect to file a unified Common Application Form (CAF) under K-SWIFT. The CAF application under K-SWIFT is to be filed only online, and the applicant can file the forms without the support of a third party. The K-SWIFT Registrations application forms are elementary to fill and easy to understand. Entrepreneurs can apply for more than 70 licenses through the Common Application Form ( CAF ) rather than use it for individual applications at different Government departments. This is one of the great implementations of the Kerala Government against the Ease of Doing Business Initiative.
Now the KSWIFT portal enables the Online filing and payment of professional tax in Kerala. To explore line professional tax filing and payment options, companies must create a primary login in the KSWIFT portal. After completing the basic login, you must file a Common Application Form ( CAF) to register the company under KSWIFT Portal. Then we can tap the Professional tax menu and add the individual employee’s details to the database. We can pay both employer and employee professional tax through the KSWIFT Portal. Here we can also deliver the amount through internet banking. Online professional Tax return filing and payment are beneficial to most companies in Kerala.

The validity period of K-SWIFT Acknowledgement Certificate is three years. The applicant/enterprise must obtain appropriate approvals, registrations, and clearances from the concerned departments within six months from the completion date by the acknowledgment certificate’s effective period. The various registrations required to obtain after the completion of K-SWIFT are D & O Trade License, Shop and Establishment License, Legal Metrology License, etc.
The applicant must pay an application fee of 0.01% of the total project cost for submitting Self Certification under the K-SWIFT CAF Application.

Payment Terms
For initiating the process, the Client must provide 50 % of Professional Fess plus applicable Govt. fees as Advance.
In the case of Professional Tax Compliance, the Client must pay 50% of Professional fees and applicable professional Tax in Advance.
The Client must pay the balance of 50 % of Professional fees along with applicable GST after the Initial submission of the Application.
Only Bank Transfer is permitted in the case of Govt. fees and Professional tax payments. For the cost of Professional Fees, Card / UPI Payments al allowed. We will provide a link to pay the amount after the Client's request.

As a part of the Ease of Doing Business initiatives, the State Government had laid emphasis on introduction of information technology to make governance more efficient, effective, transparent and user-friendly. The State Government has now introduced an online Single Window Clearance mechanism (KSWIFT) to bring together concerned departments for expediting approvals within the time limits.
Kerala Single Window Interface for Fast and Transparent Clearance (K-SWIFT) will be the platform for all future transactions with the Government on the issue of granting licenses and approvals in a time-bound manner. Presently, the services of the following 14 Departments / Agencies are being made available in KSWIFT; wherein all the applications can be submitted through a unified Common Application Form (CAF).
The various departments that come under the K-SWIFT Program are :
KSWIFT will be the unique integrating platform that supports the entrepreneurs in obtaining their requisite clearances for setting up and running an enterprise in the State. With features like CAF; intelligent information wizard; unified payment mechanism; time bound clearances; digital approvals; online issue of clearances; deemed approvals and composite licences, KSWIFT is one of its kind online clearance mechanism in the Country. KSWIFT will enable entrepreneurs to submit all their applications online along with provisions to upload the requisite supporting documents. Further, dedicated dashboards provided for both project proponents and Department officials, paves way for end to end tracking and processing of the applications. In order to increase the transparency of the whole process, KSWIFT has also enabled the provision for third party verification of the entire clearance process.
Thus, KSWIFT will be the next revolutionary change in the clearances / legislative landscape of the State which will provide a thriving environment for enterprises in the State. KSWIFT is expected to reduce the physical touch points in the entire clearance process, thereby making the entire process more efficient and effective.
The entrepreneurs are also eligible for incentives provided by the state government. The name of this scheme is ENTREPRENEUR SUPPORT SCHEME (ESS). The ESS aims to merge and replace all the previous schemes titled the Entrepreneur Support Scheme 2012 to be operated in the State of Kerala. All MSMEs engaged in manufacturing activities are eligible for assistance. The scheme is operational w.e.f. 01.04.2012.
Objectives of Scheme
1st stage – Startup Support
Startup support is provided for enterprises before the commencement of commercial production. The assistance is limited to 50% of the total eligible support, limited to Rs 3 lakhs on sanctioning the term loan from the bank.
2nd stage – Investment Support
Investment Support is provided after the commencement of commercial production. The entrepreneurs shall apply within one year from the production commencement date. Enterprises undertaking Expansion, Diversification, and Modernization are also eligible for investment support.
3rd stage – Technology Support
Technology Support after commencing production on acquiring new technology. Shall apply for technical support within six months from the commencement date after installing the latest technology from authorized agencies.
